The inaugural voyage of the nautical-themed festival (rowboats and the Mississippi River bank are part of its brand) is scheduled for July 19-20 on Harriet Island, off downtown St. Paul. Twenty bands will perform on two stages over a Friday and Saturday at the city-owned park.

Twin Cities music lovers have long felt slighted for not having a big music party like this in town, especially after local festivals like Soundset, Rock the Garden and Basilica Block Party were sidelined. Live Nation attempted to launch one in 2012 on Harriet Island, River’s Edge, but the festival was canceled after just one mediocre year.

“When you consider that the Twin Cities is a big enough market to host five major league sports teams, I don’t see why it can’t also host a major music festival,” said the promoter of C3, based in Atlanta, Tim Sweetwood. he told the Star Tribune in December when the festival was first announced.

“Major” may be a debatable term when it comes to the artists in the newly announced lineup, but there is certainly widespread familiarity with the biggest names.

The Red Hot Chili Peppers, who will headline Saturday, are members of the Rock & Roll Hall of Fame who drew 35,000 people to their show at US Bank Stadium last year. Saturday is also when “Self-Esteem” punk rockers Offspring, Texas guitarist Gary Clark Jr., Hippo Campus, Hold Steady and Soul Asylum are scheduled.

The top names on Friday’s bill, Morissette and Stefani, each put a feminist spin on 1990s angst-rock playlists, the former with her smash hit album “Jagged Little Pill” and the latter with singles from his former band No Doubt, including “Just a Chica” and “Es mi vida.”
